Town readies for ordinance overhaul

The Onalaska Town Board wants to take its time in reviewing a complete ordinance overhaul scheduled to be completed this summer.

Last year the town contracted with the Florida-based Municipal Code Corporation to review all of its ordinances, eliminate redundancies and redraft sections with modern legal language.

According to town clerk Sue Schultz, Municipal Code will be able to provide the town a complete draft of its rewritten ordinances by late June or early July.

Hauser said at Monday’s town board meeting that the ordinance review committee would need at least six weeks to review the draft.

Originally Municipal Code wanted to give the town two weeks to review the draft ordinance and then schedule a face-to-face meeting for $1,050 per day or a telephone conference that would cost $500 per three- hour session.

“I think once we’ve reviewed it, a teleconference would probably suffice,” Hauser said.

The board then voted unanimously to pursue a teleconference after at least six weeks of review time. It anticipated the final draft of its ordinances to be several inches thick and would take several meetings to get through.

“It’s going to be a confusing, arduous task either way,” said board member Joe Schaller.

Road work

The board accepted a contract with Scott Construction to reseal town roads, although a special town meeting still needs to be held to determine which roads need work.

Although Scott Construction was the only company to submit a bid for the road project, Hauser said Scott has worked with the town for the past 20 years and has done “an excellent job.”

“I’d prefer seeing more bids, but I think in light of the fact of the work they have done, I’d be hard-pressed to go with someone other than Scott,” Hauser said.

The board voted unanimously to accept Scott’s contract of $13,754 per mile for resealing work on a 20-foot-wide road. Since the town has budgeted $130,000 for road resealing in 2008 this would allow around 10 miles of streets to be resealed.

Town residents will determine the roads for construction and related budget issues at a mandatory special town meeting, which has yet to be scheduled.

Appointments

New board member Howard Kelly was appointed to four town committees Monday, filling seats formerly held by Frank Fogel, whom Kelly defeated in the April election.

Hauser appointed Kelly to the Park Committee, Recycling Committee, Technical Advisory Committee for the stormwater utility and the Hunting and Firearms Committee.

When asked about his experience for the last committee, Kelly responded: “I have a shotgun. I own a fishing rod.”

Hauser then appointed Schaller, who succeeded Fogel on the Plan Commission last month, to vice-chair of the town board.

Board member Howard Booth will succeed Fogel on the Fire Board.

Other business

  • Town clerk Sue Schultz will attend the Wisconsin Municipal Clerks Association conference August 20-22 in Stevens Point. The board voted unanimously to pay Schultz’s $100 conference fee as well as her travel expenses.

  • The board voted to spend up to $2,000 to purchase a new desktop computer for Town Administrator Tim Dienger. Dienger said his 3-year-old laptop has been “slowing down and making some pretty terrible noises.”

" What meetings will Mr. Kelly hold now. If he doesn't convene the four committees, then will you all attack him too? After all, he'll have had almost six weeks between board meetings. "

" "Hauser cannot even get the Town Assessor to meetings that are required by state law." If Hoffman is right, neither could the previous chairman, or the one before him.

Also, again IF Hoffman is right, it ain't Hauser's job to get the assessor there; the assessor has to attend willingly,

IF Hoffman is right, and it's a BIG IF, then the Town of Onalaska should follow right along with all the other townships that have TERMINATED Raymer. "

" has completely alienated everyone it comes in contact with (town employees, former board supervisors, residents, volunteer poll workers, county employees, other municipalities ... the list does go on), they are not capable of getting the help they need to make good decisions. Or is it that they are not smart enough to be able to see that they need help? Too bad for the town. Until the clowns are gone, nothing will get done. "

    " Government works slowly.
It does take awhile to get things done, passed correctly, etc. BUT when Committees do not even meet, then for sure nothing is done. Read the minutes of the meetings on line at http://www.co.la-crosse.wi.us/TownOfOnalaska/ and look under committee reports--no report, did not meet. Where is the leadership from Hauser.
The Tourism Group meets (thank you Jeff, Gretchen and Gail). Call Hauser and ask him when the committees will meet (Parks, it is summer after all; recycling, etc.) Hauser cannot even get the Town Assessor to meetings that are required by state law. "

" The point was that Hauser, Schaller and Booth have not sought significant professional advice on decisions they have made to date. The point was they should spend some money now to save considerable money for the residents later. "

" Hauser isn't spending one dime. The Town, via an approved budget, is having the ordinances updated, something the previous board should have done BEFORE the comprehensive plan. You guys are right, this board needs to FINISH all the half done work of the previous boards. "

Actually wrote on May 30, 2008 8:19 AM:

" A very thorough review of the ordinances was done by the previous board. The reason they did not move forward, besides the enormous amount of work they had undertaken with other town issues, is because they were trying to quantify the $11,000 plus that had been spent in prior years on ordinances. That work was totally unusable because of the policies of the shady company that was hired to update the ordinances. How much is Hauser spending on an outside consultant for this project? "

    Jenny J wrote on May 29, 2008 8:40 PM:

" The town ordinances do need to be updated. It was started about 8 years or long ago when Steve Hammes was Chairman. The Lawyer hired at the time to do it, did not complete the job.
Ordinances reflect the town, how it is run, what is allowed and not allowed. Read the current ones sometime--go to the Town Hall and see for yourself. Then you will know what shape they are in.
Schaller will always complain. Nothing new.
Schaller will never do anything but shoot off his mouth--motor mouth.
Booth just shows up for the board meetings--one meeting a month is all he can handle. Read the minutes on line and you will see. "

" What needs an overhaul is the town board.
A confusing and ardous task? cut me some slack, everything is a confusing and arduous taks for most members of that board. Schaller complained constantly about the previous board using outside attorneys to help with the legal work , but has no problem with him using outside consultants in this matter. As a long time U.S Senator once said at a Senate session about a specific bill befor the assembly, So can be said about this Florida report,ie: This is nothing but Boob bait for the Bubbas. "

Hubert Hoffman Onalaska wrote on May 26, 2008 1:54 PM:

" I have contacted the Wisconsin Department of Revenue concerning Mr. Raymer's blatant disregard for the law. The WDR confirms, he MUST attend ALL meetings of BOR and has informed the clerk that he MUST attend, and INFORM the board as to WHEN the assessment roll will be complete.

I can find no record of Mr. Raymer attending the initial BOR for the last ten (10) years. Ten (10) year of breaking the law and he is STILL certified? Sure would like an explanation for that one. "
